The SRD deliberately omits the process of creating (and advancing) a character so that folks must buy Player's Handbooks (and maybe Dungeon Master's Guides and Monster Manuals) to play d20 System games. WebAlternative #3 is to let him do point buy, but give him more points to play with. The system normally doesn't allow stats above 15, but this calculator for example has the capacity to have stats up to 18. Just let him run that, and start him with more than 27 points. 35 or 41 works pretty well for a higher-powered group.
